Masten, DOL inspector general, related that the Labor Department has identified 61 "mission-critical systems for which it must ensure Year 2000 compliance, or have adequate contingency plans in place for performing the required functions in the event that the replacement or conversion effort is not completed on time" ....Mission-critical functions, Masten said, include generating vital statistics of the U.S. economy, such as unemployment rates and the CPI, providing income security to millions of workers through a variety of benefit programs; administering nationwide employment and training programs and services, and providing critical information to the public on a variety of employment issues, including pension plan security, occupational injuries and illnesses, and employment rights ....Patricia Lattimore, the assistant secretary for administration and management, told the subcommittee that, though the Labor Department "got off to a slow start," it is "confident of achieving timely success." The high cost of employee turnover in the current tight labor market is forcing U.S. employers to adjust their strategies for recruitment and retention, according to a survey of corporate managers by consulting firm William M. Mercer Cos. But such strategies, which tend to focus on the traditional employment concerns of wages and benefits, have not generally reduced turnover rates, the survey revealed.
