Notwithstanding any other provision of law, funds appropriated under the heading `Economic Support Fund' may be made available for programs benefitting the Iraqi people and to support efforts to bring about a democratic transition in Iraq: Provided, That funds may be made available through the Iraqi National Congress Support Foundation or the Iraqi National Congress only if the Inspector General of the Department of State determines and certifies to the Committees on Appropriations that such organizations are implementing adequate and transparent financial controls to ensure that funds are used exclusively for the purposes of this section, and that not more than 14 percent of the funds is used for administrative expenses, including expenditures for salaries, office rent and equipment.
