I have a vague recollection that some Arkansas voters also held Clinton
accountable for an incident of unrest at the state penitentiary that
occurred during his first term and that some of the inmates were Cubans
who arrived during the Mariel boatlift.  If true, this may be an event
that shaped the Clinton Administration's policy toward Cuban refugees.
