Sounds like another display of WSJ ignorance. The architect of PDVSA
policy for some time has been Bernard Mommer, an advisor to Ali
Rodriguez both before and after the election of Chavez. (Ali headed
up the re-strengthening of OPEC before becoming President of PDVSA.)
