Oops!
2. This is a Windows feature: Ctrl+Shift will act like AltGr/right Alt. If
you have shortcut keys assigned to them, they may start to act in a weird
way.
The truth is Ctrl+Alt act as AltGr (right Alt).

- Copy these two files to /usr/share/vim/vim6x/keymap/
- Use
:set keymap=persian
