You probably have an open transaction in your psql session which prevents the "smart" shutdown from completing. You can either finish your transactions (for smart shutdown) or you can roll them back (with "fast" shutdown). See the manual ... for 7.3, it's http://www.postgresql.org/docs/7.3/static/postmaster-shutdown.html and also the man page for pg_ctl options to invoke smart/fast/immediate shutdowns.
