From a health safety perspective I would choose liquid concentrates. Kodak's HC110 is my personal favourite. The developer is supplied as a syrupy concentrate which you are supposed to dilute 1:3 with water to make a stock solution and ultimately 1:31 to make dilution B. I do not make stock

I prefer liquids because you can mix single shots. Right now I use Rodinal a lot for Delta 100, HP5, and FP4 (all 4x5, 8x10, 7x10 so I don't mind the grain). I had been using HC-110 for some time previously. To me, the shortcoming of dry chems is that you have to mix entire batches. I don't have a
