I already included the AsSpacedFunctionInUTF-8 and added your line
after that.
However i did not know until now, that if suffices to use the XLPage,
(so that the inclusion uf the xlpage-utf-8.php is not necessary
anymore.)

own cookbook file, to keep the config.php clean(er).
As for the core inclusion: if it is an improvement/fix, it should not
matter, if it used by many people, because if that matters, it should
be taken off the core
