Have you tried looking at the table on the switch and verifying that you see 
the entry as you expect (e.g., including the decrement action)?  The easiest 
way to do this is probably using ovs-ofctl.

I dump the flow table of one of the switches, I found the dec_ttl there.
I used the following command:
sh ovs-ofctl dump-flows 0_0_1
