we need such a package for kosovo/albania. We need to deliver the resources
in an offline format. they need to be open so that they can be translated.
No company will ever pay to translate to Albanian, there is no market.

Practical RDF is also a great book - even if you're not going in for details
on RDF itself, in the earlier chapters Shelley Powers explains the structure
and theory behind the semantic web very well.
