Actually, this too was anticipated ; ).  On Windows:

for PyMOL commands, simply use

   pymolrc

   (no extention -- I suppose pymolrc.txt or pymolrc.pml would've made more
sense...)

or for Python code:

   pymolrc.py
   pymolrc.pym
