I did experience the same problem.
After installing R 2.0.0 patched and downloading the source for
Rcmdr_0.99-12 from John Fox's Web page
http://socserv.socsci.mcmaster.ca/jfox/Misc/Rcmdr/
and recompiling the package
it now works.
Ctrl-C, Ctrl-X, and Ctrl-V, in the text boxes of Rcmdr now work.
