[RDA-L] Home country rule

Hi all, Does anyone have any best practices with the home country rule from AACR2, which has not carried over into RDA? I have seen it both ways in records from various sources; some people follow the RDA rule of only giving the first named, and others follow AACR2 rules. What are others doing
