I have recently installed RH 9.0 with the stock kernel[1] on a
machine in my lab. It has a 140MB SCSI disk as a data disk:
Filesystem 1K-blocks Used Available Use% Mounted on
/dev/sdb1143358332 122561488 13628244 90% /h4
Which seems to have 13+ GB free.

Those are block numbers not byte numbers.
Yes, I know. I'm not sure why you think that matters but:
df -h .

Yes, I've googled a good bit before posting here. I don't see how
it could have anything to do with a partition

I have a strange problem with my SCSI setup. I have a system with
an adaptec 29320, a virtual SCSI-IDE, and an adaptec 2930. So
this is 4 scsi busses, 0-3. The hardware is like this:
29320 ChA -- scsi0
two seagate disk sda,sdb
29320 ChB -- scsi1
one seagate
