My reading of the resolution differs.
I take its plain meaning to be a
recommendation of creation of new government forms in
the colonies. It requires adding onto the text to conclude that Congress
"created" the States. At best, you get an argument that the resolution
urged the colonials to take responsibility for their own governance, and to
include in their efforts to do so, the creation of localized (state) and
national (general) government forms.
