Just put it on the air and run with it. I have been using a TLE1714A PA on 445MHz for over 15 years, and it actually puts out a little more than some of the 1713's I have used. I never did any "down-banding" mods to it, as it has played well as is. Efficiency is no worse than the 1713s at 440MHz.
As with any Micor PA, put a few fans on it, and it will last forever.
