I really don't care about transmitting on it, I just wanted to programm it for local Fire and Office of Emergency Managment scanning, as a mobile scanner. I'm a local Disaster Coordinator but don't have Public Safety Channel Authoriztion, despite having worked in Mobile Radio Communications and am used to checking out radios on customers' channels, including Public Safety....
