I think it would be difficult to justify sole source on a piece of equipment that is part of a low volume market, such as amateur radio. You probably can easily justify a company like Motorola in a large volume market like Land Mobile radio, but Icom in the Amateur Radio Market share? I

You might want to consider going with NXDN, then. Icom's NXDN repeaters _are_ mixed mode, and will repeat what they hear, analog or digital. Not only that, the corresponding mobiles an portables will also respond with what they hear, so there's no need to switch to your analog-programmed
