passwd chat. I wrapped the passwd command and checked
and saw that during the chat passwd was called with
UID being that of the user that tried to change the
passwd. This is the case at least for Samba 3.0beta2.

I found in the log-files, I can conclude that the the passwd program
ist NOT run as root (obviously, the OLD password is requested as
well).
This does not have to mean it is not run as root. Do you run NIS?

it is fine - since I still have not been able to get
samba3.0beta to work well I am back to have my PDC
running 2.2.8a anyways.
