I don't know why the download doesn't work, but you can get these files by
using -sd option in sipp, for example:
sipp -sd uac uac.xml
This will dump the default uac scenario to file uac.xml. Of course, you
need to have sipp installed to do this.

They don't seem to exist, but you can just do; ./sipp -sd [scenario] to
print out one of the default scenarios.
