You can use regular spray paint on elapor. Put the first coats on lightly and let them dry. It won't melt the foam, but a really wet coat may soften it a bit. It's a great plane, better than the first version except for the dihedral, they could have left that out... I made the tail section

Well, sealing the foam all over is going to add a lot of weight. Perhaps the upper wing surface would be enough. If you just seal over and around the close edges of the decals, it's not so bad. Perhaps balsarite or artist's gesso or modpodge decoupage clear glue ( I think personally all
