The configuration as follows:
acl manager proto cache_object
acl localhost src 127.0.0.1/32 ::1

I have also tried the following example using http_access as well suggested:

http_access deny special_client special_url
http_access allow special_url

This only works if I do something like the following (full squid.cfg file)

is there anyway of appending such a rule under the general rules?
Otherwise the access will be always allowed for what it seems..
Any idea?
