In later versions, commons-logging has been separated in 2 jarfiles, 1. commons-logging.jar and 2. commons-logging-api.jar. This might be the case here. Maybe your are using a commons-logging-api from the applicationserver itself. Try putting a commons-logging-api.jar inside your webapps too.
