To me it looks like a simple sundial with the interesting motto FLOREATT ECCLESIA that should be Floreat Ecclesia, maybe the Floreat Ecclesia Anglicana. I do not see references to the Dominical Letters or Golden Number in a sundial like this in which, moreover, the triangular gnomon seems to be

I see that Patrick has given the history of this dial, so the actual date is determined. However, for completeness to your actual enquiry, the candidate dates where the Golden Number and Canonical Letters match are: 1649, 1706, 1858, 1915 (and +/- 400 years on either side of those dates, but
