The legal definition is different for different
jurisdictions but noone is likely to check you unless
you blow something up. Typically it is below 25% by
weight (25% ethanol and rest water by weight) if
memory serves. My reference (from memory) is the NFPA
(national fire protection association).
The other way to ensure that environmental levels are
maintained below the flammable limit is to flush the
room with fresh air. A rule of thumb is about 10
air changes per hour should keep the levels well below
flammable. As a reference, a typical house, when the
Air Conditioner kicks on gets a little less than 2 air
changes per hour.
