With no namespace declaration. The DOCTYPE is totally irrelevant (most
processors are not validating parsers in any way), maybe harmful, and
really, really should be avoided. There's no reason to have one, it only
adds bytes to the document. SVG 1.2 will in fact not have a DOCTYPE at all.
