Following steps solved the issue
+ delete the task folder from the plugin [this made sure that the
file using sfPropelBaseTask is not in the system]
+ then try ./symfony plugin:uninstall sfGuardPlugin

We just chose symfony( after evaluating django, cake, zend and RoR)
