Perhaps it would be useful to maintain a (shrinking) list of Publicly
funded organizations that don't reciprocally share their data under
open data licenses? It could link to contact info and a outline of an
argument for appealing why and how the data could be opened.

It's when you think about a overly complicated geo-thing by yourself
alone, and you end up liking the very action of
