As a local I can confirm that those routes are signed, or at least partially. IIRC they are nothing more than small white signs with black letters with the direction you're heading. I strongly doubt if these signs are put along the entire route. I don't recall them at all places, just at a few locations. Most locals would already know which route suites them the best. (And no, they're definitely not taking the touristic ones ;) )

The local government is promoting those routes for bike traffic which has to cross the city from/to the suburbs and/or neighboring towns (like Houten, Nieuwegein, etc.). They're investing in infrastructure, proper lighting (for safety reasons), etc. However, so far it hasn't come up in my mind to tag those routes. They're not mandatory, and there is nothing particular to the signs (as opposed to the 'knooppuntenroutes', the routes with the numbered points).

Anyways, the map isn't really accurate, but from what I can tell from the route Lunetten/Houten - Smakkelaarsveld, I would follow a different road along the last part, because it bypasses many traffic lights which are on the Catharijnesingel [1] (most of them are not in OSM...). By the way, another section of the route has been closed since extra railway tracks are being constructed. [2]

Frank

You'd have to ask the City of Utrecht whether their "main cycle routes" are signed. If they've officially identified a particular set of routes, that would seem to be fairly clear-cut. See their city website: http://www.utrecht.nl/images/dso/infraprojecten/fiets/fietsroutes.html

We tag what's on the ground, whether it's route signage,
    cycle-specific
infrastructure, or a giant woolly mammoth (http://url.ie/f9ts).

Are you suggesting a deviation from that?

    cheers
