hi There's no API that gives you OSM data on a per-changeset basis. You can only retrieve osmChange files which are all changes within a given timeframe (e.g. minutely, hourly, daily). Do you mean this: http://planet.openstreetmap.org/minute/ It's about 5minutes delayed. The data at
