you don't think that only Soviet did that, right?

There is evidence, that GNS data (based on US military series) on at
least part of territory of Russia was likewise borrowed from Soviet
topomaps. No way they can systematically get names of specific
geographic features otherwise.

Everyone spied on everyone and I guess continue to do so.

This is a good step forward, but please don't buy it that easily.

Famous map collectioner (no economic profit whatsoever!) just sentenced for 4
years in jail. No fun.

Right now we're in discussion another emerging investigation with a
paraplanerist who is 'remote sensing' with his Canon.

More government control and spending on mapping related stuff - yes.
More openness and less regulations or at least clarity - no.

Russian government does not have required regulations for 'public' geodata -
a somewhat official answer from the cadaster authority is sitting on my desk 
telling:

Me: Is this data public
Them: Yes, according to state law blahblahblah this data is public.
Me: Does it mean we can do this and that with it?
Them: Regulations on this topic do not exist.

JS framework for building a modern digital cadastre system did not exist.
