I'm not 100% sure what you mean by "how I'm mapping into the OSM tag schema" but for street lamps I was placing nodes and using the tag "highway"="street_lamp" which is how the wiki says to tag them. As for dealing with conflicts, I used overpass turbo to query all the existing street lamps and
