I've released the 1.9.0 version.
It is not identical to the 1.9.0rc2 release.
It includes a bunch of small typos/fixes found in the rc2 release,
including some missing files in the release tarball, and a
64-bit alignment fix.

There are no CVEs or security issues fixed in libpcap compared to the 1.8
series: it's mostly all Windows building (via CMAKE) and capture hardware
functionality.

I have pushed the libpcap-1.9.0 tag (signed by me).

The web site is updated, and the libpcap-changes.txt (CHANGES.txt) is
updated.

I'm sorry that this has taken so long.

The 4.9.3 release of tcpdump is coming very soon, and a 4.10 as well.
