I've uploaded the new release of PMX to CTAN. It will take a few days to reach all the mirrors. In due course, it will be available in MiKTeX and TeXLive-2020. It is also available at WIMA:

There are executables for OSX and Windows, and a tarball suitable for any system with basic GNU tools and a C compiler. The original Fortran source is also included. It has been reported that the Fortran source can be compiled with gfortran. The fort77 script is *not* recommended. If you are determined for some reason to use f2c, please look at the Makefile.am file in the tarball to see what options to f2c and revisions to the f2c library are needed.
