To be honest, I don't understand the semantics of the
optional argument of \restep myself ;-)
Maybe it can be useful for anything, but I haven't 
yet found out what. That it's accepted at all is
more a result of the way \restep is implemented than
out of intention.

If you want several \step's to appear simultaneously in
arbitrary order, just write \step[\value{step}=i]{} several
times.
