5.4, Now surprisingly, it says I am not using libjpeg-turbo.
Have you checked if you have a standard libjpeg in there as well? It
might be included by mingw.

What you should do is just start Xvnc without any special flags. Then
configure your TigerVNC server to automatically resize the session, and
also do so over all screens. It will reconfigure Xvnc dynamically when
you enter full screen at that point.
