The attached file contains a solution to the bug I reported today. The basic
solution is the tomcat needed to add a "DirectoryIndex" line to each
"<Directory>" tag with a list of welcome file included on this line. Again the
attached file contain changes to ApacheConfig.java file that fixes this problem.
