my guess
you didn't specify if you made the module executable.
have u done so.
if not do:
chmod 755 /apacheLibs/mod_webapp.so

I don't see why the module should be 755. They are not executable files anyway. All my
modules are 755, but most of my other *.so files are 644. Try loading mod_webapp as
the LAST module of them all.
