In the web.xml file that goes into your webapps WEB-INF/, there is a
<welcome-file-list/> you can add the following:

<welcome-file-list>
    <welcome-file>
            index.jsp
    </welcome-file>
    <welcome-file>
            index.html
    </welcome-file>
  </welcome-file-list>
