mod_jk ajp12/apache/tomcat 3.2 blows the max number of simultaneous users

I recently upgraded from jserv to tomcat 3.2 with mod_jk. My problem is that when I get a reasonable number of users on the site it starts causing the open apache sessions to exceed the max. I realize this is vague but has anyone experienced this? I'm still using ajp12 because I wanted to try
