There's a sort of inconsistency among the docs tutorials about
whether or not work is done in a virtual environment.
The How to install TurboGears2 document (DownloadInstall)
Currently the Wiki20 documentation for tg2 uses a custom
initializeDB.py script to bootstrap the application. I want to make
sure that there's not a good reason for this (other than being legacy
documentation) before I update the doc to use websetup.py and paster
setup-app.
