I am having the same issue but on Jaunty, 2.6.28-14-generic, pulseaudio 1:0.9.14-0ubuntu20.2 gnome-settings-daemon 2.26.1-0ubuntu2. XF86AudioRaise/LowerVolume are recognized but are not having any audible effect, nor affecting any mixer control. Pause/Play and Prev and Next work fine though.
