On further investigation, this does *not* affect jobs that block the
'stopping' event. So I believe this may be related more to the way
job_process_run treates pre-stop. According to comments in
init/job_process.c:

I tried to boot with linux-image-2.6.37-12-virtual. Virtual machine
doesn't boot with this kernel as well and falls in busybox.
It seems that initrd doesn't contain the drivers for (S)ATA disks.
