Looking at the build, I'm not sure how 'euca_admin' gets installed from
clc/tools/src/euca_admin/ at all. It appears from the eucalyptus.spec
file that they would install it into /usr/sbin, which is completely
wrong.
We need to get that intsalled into /usr/share/pyshared/ and get the .pyc
files

to spawn processes that then get orphaned from the POV of the process
supervisor? Maybe upstart shouldn't be tracking the new PID, but maybe
it should instead be reaping any children left behind?
