including etc/samba folder. re-installing the package doesn't resolve

Sorry for spamming, but I found that above solution is not 100% perfect:
It causes warnings in proftpd.log. Instead of removing /var/log/wtmp
better write the following directive in /etc/proftpd/proftpd.conf:
WtmpLog off

No, it did not. We could rebase and merge it. We can also replace wget
with /usr/lib/apt/apt-helper download-file to fix bug 325700 and bug
226780 while we're at it.

It seems this was an ordering issue. Ordering was changed a lot in 1.3
and newer (it interacts with dpkg much closer), so I assume that's fixed
