I don't think it's an upstream bug at all, as I didn't have that problem
on Fedora 27 and Manjaro, both on Gnome 3.26.
And I had the same problem with Ubuntu Gnome 17.04
Please don't put the blame on upstream before investigating.

Running GNOME Shell. When (for example) I click on a Signal
notification, Shell will raise the Signal window, and then raises my
password manager window, and two different(!) Telegram windows over the
