Yes, this happens to me to. However parts of KDE are still active. The
desktop just crashes to a backscreen. To OP. If you press alt+space,
krunner (search box) will appear. Type in plasmashell and then hit

/target/etc/default/locale succeeds it's managed to configure the
locale. But that file defaults to LANG=C.UTF-8 now and so localechooser
never sets the locale.

Yes it's been fixed and working for quite some time. Verified again on
18.04 today.
If only we knew what the fix was we could backport it to 16.04.

20180312 release, the latter is not. If time permits I'll also test on a
