Same here, does not work since years.
Actually using NVidia 390.77-driver.
Already tried to change the initalise-keys, without effect. Framebuffer
on/off in OpenGL-settings makes no difference. Nothing happens, no way
to activate water-effect.

aptitude stopped working, it immediately fails with the following single line
error:
