I found the problem. Your system only has one GPU (GeForce 9600) which
it needs the 'nouveau' driver to use. But you have disabled the
'nouveau' driver in your kernel command line:
nouveau.modeset=0
and so gnome-shell is using software rendering, hence high CPU. So this
is not a bug.

Extensions app (gnome-shell-extension-prefs) and not Gnome Tweaks. But

DELL LATITUDE 5491 touchscreen doesn't work
You /etc/apt/sources.list file contains entries for the 16.04 LTS
(xenial) release of Ubuntu and not 19.10 (eoan) which you are running.
You'll need modify your sources.list file to reflect the actual release
of Ubuntu you are using.

In my case (see comment #4 above) it turned out that the lack of menu
was caused by unnecessary presence of indicator-applet-appmenu in my
GNOME panel. After removing the applet from panel, the menu was back.

Testing the 20.04.1 candidate images on rpi (currently rpi4-2GB) I'm noticing
that I can no longer select the audio output device with amixer. This used to
be possible by using:
amixer cset numid=3 2 for HDMI0
amixer cset numid=3 3 for HDMI1
amixer cset numid=3 1 for 3.5mm
The mysql-server packages (8.0) provided in later releases (focal+) are
not affected.
