Attach the syslog. The frozen session started booting from 13:34:54.
I used alt+ctrl+del to reboot and the last thing I saw on the screen was those
systemd-udevd logs at 13:35:54.
I was also able to reproduce the issue by only upgrading gdm3 from
42.0-1ubuntu1 to 42.0-1ubuntu4. Before the
I tested with the Ubuntu 22.04 daily build ISO from yesterday, and can
no longer reproduce the issue with incorrect effective layout in the
window for entering username, password, etc.

Same issue on a Dell XPS 15 laptop with NVIDIA GTX 1650 graphics.
Wayland used to work since the initial beta release but stopped after
the recent gdm3 package updates.

I am affected as well on Arch Linux. Seems related to NetworkManager-
vpnc version 1.2.8 - when I downgrade that package to 1.2.7-dev
everything works fine.
